CONDUCT OF APTITUDE TEST AND TYPING SKILL TEST AGAINST CEN-03/2015

Based on the performance in the 2nd stage Computer Based Test for Non-Technical Popular Category (Graduate) posts against CEN-3/2015 conducted by this Railway Recruitment Board during the period from 17.01.2017 to 19.01.2017, the candidates bearing the following Roll Nos. arranged in ascending order horizontally (not in order of merit), have been provisionally shortlisted to appear in Aptitude Test for the posts of Assistant Station Master (ASM), (Cat. No.7) and /or Typing Skill Test for the posts of Junior Accounts Assistant-cum-Typist (Cat. No.5) & Senior Clerk-cum-Typist (Cat No.6). Accordingly, these shortlisted candidates will be intimated through SMS /e-mail for downloading of e-call letters to appear in Aptitude Test and/or Typing Skill Test likely to be held in June/July, 2017.

Candidates are advised to check their Roll No. in the short lists for Aptitude Test as well as Typing skill Test.

Ans. - Typing Skill Test is applicable to the post of Jr. Accounts Assistant-cum-Typist (Cat. No. 5) and Sr. Clerk-cum-Typist (Cat. No. 6).
 
Ques. 2 - What will be the mode of Typing Skill Test?
Ans. - Typing Skill Test will be conducted only on Computer to be provided by RRBs with disabling editing tools and spell check facility. KrutiDev & Mangal font shall be made available for candidates appearing Typing Skill Test in Hindi.
 
Ques. 3 - What is the duration of Typing Skill Test?
Ans. - The duration of Typing Skill Test will be 10 minutes.
 
Ques. 4 - What is the minimum speed requirement in Typing Skill Test?
Ans. - The minimum speed requirement in Typing Skill Test is 30 WPM in English or 25 WPM in Hindi.
 
Ques. 5 - What documents the candidate is required to bring for appearing in the Typing Skill Test?
Ans. -
(i) E-Call letter for the Typing Skill Test,
(ii) a recent passport size colour photograph (to be pasted on RRB counter foil of E-Call letter),
(iii) original valid photo Identification Card.
 
Ques. 6 - Who is exempted from Typing Skill Test and what document should be submitted for the exemption?
Ans. - PWD candidates who bring the Certificate for Typing Skill Test Exemption from Competent Medical Board duly countersigned by Medical Superintendent/CMO/Head of Hospital on prescribed proforma as given in Annexure – VIII of CEN No. 03/2015.
However, such PWD candidates are required to attend venue of Typing Skill Test on the day of test along with E-Call Letter, Valid photo ID, one passport size colour photograph for submission of Exemption Certificate and for attendance/biometric etc.
 
Ques. 7 - How many times of vacancies candidates will be shortlisted for Typing Skill Test?
Ans. - For the post of Jr. Accounts Assistant-cum-Typist (Cat. No. 5) and Sr. Clerk-cum-Typist (Cat. No. 6), Typing Skill Test shall be conducted for which candidates equal to eight times the number of vacancies shall be called for.
 
Ques. 8 - How the merit will be drawn for the post of Jr. Accounts Assistant-cum-Typist and Sr. Clerk-cum-Typist?
Ans. - Typing Skill Test is qualifying in nature (i.e. marks obtained in Typing Skill Test shall not be added for making merit). Merit of these posts will be drawn only for the candidates who qualified in the Typing Skill Test, based on performance in 2nd stage CBT.
 
Ques. 9 - Whether Paragraph for Typing Skill Test will be shown in computer only?
Ans. - Yes. Hard copy of the Paragraph for Typing Skill Test will not be given.
 
Ques. 10 - Whether a candidate will be given a chance to rehearse themselves before actual Typing Skill Test in the Exam Hall?
Ans. - Yes.
 
Ques. 11 - Whether second chance may be given to the candidates who remained absent in Typing Skill Test?

Ques. 3 - Whether original Medical Certificate by Eye Specialist is compulsory to appear in Aptitude Test?
Ans. - Yes. As per Annexure – IX of CEN No. 03/2015, Medical Certificate certifying the requisite vision on proper proforma duly signed and stamped by Eye Specialist is compulsory to appear in Aptitude Test. A colour photo should also be pasted on the space provided in the Medical Certificate and to be attested by Eye Specialist.
 
Ques. 4 - How many times of the vacancies, candidates will be shortlisted for Aptitude Test?
Ans. - For the post of Category No. 7 & 8 (ASM & Traffic Assistant), Aptitude Test shall be conducted for which candidates equal to eight times the number of vacancies shall be called for.
 
Ques. 5 - How the merit will be drawn for the post of ASM & Traffic Assistant?
Ans. - The merit will be drawn only for the candidates found suitable in the Aptitude Test, with computation of 70% weightage being given to the marks obtained in 2nd Stage CBT and 30% weightage being given to the marks obtained in Aptitude Test.
 
Ques. 6 - What will be the duration of Aptitude Test?
Ans. - The duration of the Aptitude Test is 84 minutes.
 
Ques. 7 - Whether Demo link of Aptitude Test is available for aspiring candidates?
Ans. - Yes, for the benefit of the candidates, a Demo Link of Aptitude Test is available at the following address. 
 
Ques. 8 - What documents the candidate is required to bring for appearing in the Aptitude Test?
Ans. -
(i) E-Call letter for the Aptitude Test,
(ii) a recent passport size colour photograph (to be pasted on RRB counter foil of E-Call letter),

1.1 Applications   in   prescribed   format   are   invited   from  Physically  Handicapped   (Only ORTHOPAEDICALLY  HANDICAPPED,  VISUALLY  HANDICAPPED  &  HEARING HANDICAPPED) citizens of India and from other persons declared eligible by ministry of Home Affairs, Govt. Of India for filling up posts in Group C (Physically Handicapped Quota only) in West Central Railway.

1.2 The applications may be sent by ordinary posts addressed to the Deputy Chief Personnel Officer (Gazetted), SRD-PH Cell, Personnel Department, General Managers‟s Office, West Central Railway, Jabalpur - 482 001,  in the format given in this Employment Notice for recruitment in the following Group „C‟ categories on or  before the closing date and time indicated above.

         1.3  Applications received after closing date and time will not be entertained.

         1.4 The envelope containing the application should be superscribed “Application: Physically Handicapped Quota (OH/ VH/ HH),”.

1.5 A candidate should submit only one application form. Candidate submitting more than one application  form  will  not  be  considered  and  even  if  such  a  candidate  gets  selected inadvertently, he/she will not be offered appointment. West Central Railway Administration reserves the right to allot the successful candidates any of the post/places in West Central Railway.

         1.6 No request for change of date, time or center of examination will be entertained on any account.

         1.7 Candidates trying to use unfair means or influence would be disqualified

 1.8 Selected candidate are likely to be posted anywhere on WCR after successful completion of training wherever prescribed.

Question: Does RDSO maintain Mark file and OMR sheets of candidates and how can we get our certified photocopy of OMR sheet?

Answer: Research Designs and Standards Organisation does not maintain the record pertaining to marks obtained by candidates in aptitude testing. The OMR sheets used in aptitude testing duly coded by concerned RRBs remain available with concerned Zonal Scientific Officers.

Question: What is the criterion to qualify in aptitude test and what is the formula to calculate T-score?

Answer: In order to qualify in aptitude tests, the candidates are required to obtain T-score asm img1 42 in each test. T-score is the normalized score statistically formulated for application all over. The formula for computing the T-score is as under:

Question: Can aptitude test booklet and answer key given to candidates and request for re-evaluation of answer sheet permitted?

Answer: As per order passed by Hon’ble High Court, Delhi the copies of question paper, OMR sheet and answer key cannot be provided.

“Re-evaluation of answer sheet” is an action and not information to be provided to the applicant under RTI Act 2005. Thus, request for reevaluation of answer sheet cannot be acceded to.

Question: Is cut-off criteria for determining suitability of candidates is same all over the country?

Answer: The cut-off criteria for determining suitability of candidates are same in all the RRBs, all over the country. The qualifying marks of aptitude tests for all the RRBs are same and there is no variation at all.

Question: Is there any negative marking in aptitude testing?

Answer: No, aptitude testing is meant for assessment of required cognitive attribute in a candidate and there is no negative marking in aptitude testing.

Question: Why aptitude tests are conducted and what are the categories for which aptitude tests are mandatory for recruitment in Railways? How the marks obtained by a candidate in RRB examination and aptitude testing are calculated for selection of a candidate?

Answer: As per the selection criteria approved by the Ministry of Railways, aptitude tests are administered on the candidates appearing for selection as safety category staff on Indian Railways through different RRBs at the entry level of Assistant Station Master, Assistant Loco Pilot and Motorman for assessment of cognitive ability of the candidates with a purpose to ensure that the candidates possessing the desired level of attributes, essential for safe train operation, are selected. It is also informed that the scores of a candidate in RRB examination and thereafter in aptitude test as a part thereof are apportioned in the ration of 70: 30 for preparation of the final merit list.

Question: How to calculate T Score and composite Score of a candidate in Aptitude Test?

Answer: Norms and standards as laid down from time to time shall be applied uniformly to all candidates for adjudging their suitability. The cut-off for Tests are fixed on the basis of Normalized T-score. The Mean of normalized T-score is 50 and its SD is 10. The basic parameters required to calculate T-score are Mean and Standard Deviation calculated from normalized sample. The range of the T-score is 20 to 80.

The formula to calculate T-score is:

The T-score for dummy subject for a test can be calculated as follows:

Dummy subject score on Test 1 = 20

Mean of Test 1 on normative sample = 14

SD of Test 1 on normative sample = 3

As weightage to aptitude test is 30, the composite score of a dummy subject can be calculated as follows:

Composite T-score of a candidate having 5 tests in a battery is = 300

About RRC Allahabad:

Ministry of Railways (Railway Board) vide their letter no. E(NG)-II/96/RR-1/62 dated 18-07-2005 delegated powers for recruitment to Group-'D' posts to General Managers. In pursuance to this, the Railway Recruitment Cell was opened in North Central Railway.

The newly carved West Central Railway Zone with its headquarters at Jabalpur comprises of Jabalpur and Bhopal divisions of erstwhile Central Railway and Kota division of erstwhile Western Railway. The formal gazette notification announcing the formation of this new zonal railway was issued on 4th July 2002 by the Ministry of Railway, Govt. of India.

Mumbai-Howrah route via Itarsi- Jabalpur in the west east direction and from Mathura (excluding to Nagda (excluding on Delhi-Mumbai route via Ratlam forming a part of one of the important diagonal and side of golden quadrilateral of Indian Railways.
